If the "Issue LRS record every completion" is disabled, the user could take the course once more, but the LRS (Learning Record Store) would not generate a new learning record for this user. It would therefore be difficult for the user's manager to confirm that he indeed took the course. But with "Issue LRS record every completion" enabled, the system will generate a new learning record, which will then appear in the user's learning history.
