By default, a regular instructor can't add a new course . Instead, someone with Administrator or Course Creator rights creates to the learning environment. They can only configure an existing course for which they have been granted the permission to teach and add learning activities to these courses. If you do not have the role of Course Creator or System Administrator, you must ask someone else to create the course (e.g. the empty shell) for you and make you the instructor of that course.
