This solution is suggested by Articulate. Dual Code does not guarantee that it will work. We do however want to inform you that if you follow this suggestion, you will permanently lose some or all data related to the SCORM package.
Problem
There are known issues with Articulate Rise SCORM packages not only in the Dual Code learning environment, but across other learning management systems as well. This typically happens when learners have started the activity in the past, and then the instructor updates the SCORM package in the course. This is well documented in the Articulate forums:

According to Articulate, the problem is related to the legacy prebuilt embed lesson type. Units that have an Embed type lesson as the first lesson in the unit may encounter this issue when exported as SCORM.
Solution
There is no real fix yet for this. However, Articulate has provided the following workaround. For each affected lessons:
- Go to Articulate Rise 350 and open the unit in question
- Click the "Edit Content" button for the first lesson (if it's an "Embed" type lesson)
- Click the "Convert to Block" button on the top-right of the screen (left of the "Preview" button)
- Confirm the action
- Export the SCORM
