Purpose: This is a maintenance release that addresses issues brought up by Dual Code clients. It also includes Moodle 3.9.7.

Highlights

• HCE-3898 - Users with multiple accounts can link their accounts
• HCE-4048 - Renaming a user in Active Directory renames the user in the learning environment
• HCE-4122 - New custom user profile field allowing for the upload of a file
• HCE-4123 - Learner or instructor can upload supporting documentation in a course

General Fixes and Improvements

• HCE-3752 - Users can activate a program without the appropriate permissions
• HCE-4086 - A blank screen may be displayed when navigating to 'Scheduled user tasks'
• HCE-4116 - Values in the 'Course Statistics' report are incorrect
• HCE-4120 - Errors are being reported for user uploads configured to 'Updated existing users only' when a user in the CSV does not exist
• HCE-4153 - Guest users cannot view courses with restrictions; an error is reported
• HCE-4155 - Cohort IDs instead of names are displayed in the 'Program completion' report
• HCE-4164 - Guest (anonymous) users can view course titles even when course catalogue filters are applied
• HCE-4231 - Cohort IDs instead of name are displayed in the 'Activity completion' report
