Purpose: This is a maintenance release that addresses issues brought up by Dual Code clients.  It also includes Moodle 3.5.14.

• HCE-3442 - Add control to disable the "Renew my learning records" link

• HCE-3481 - Support for local telephone numbers in premium web conferencing system

• HCE-3534 - Allow self-registration via email only (with no username)
