Purpose: This is a maintenance release that addresses issues brought up by Dual Code clients.  It also includes Moodle 3.5.16.

• HCE-3505 - A system can send a learning records to another system via the Learning Record Exchange (LRX)

• HCE-3734 - Program Summary is now displayed in the Progress Report when courses are grouped by Program

• HCE-3876 - iCal file doesn't include all dates if the event includes multiple dates

• HCE-3828 - Courses starting with a lowercase letter end up in the wrong alphabetical section in the course catalogue

• HCE-3821 - Unauthenticated users see error message when trying to view hidden courses

• HCE-3793 - Database error displayed when viewing feedback for an appraisal

• HCE-3749 - The backslash ( \ ) character causes issues with cohorts generated automatically

• HCE-3735 - Program notifications not reset until the learning records expire
