Purpose: This is a maintenance release that addresses issues brought up by Dual Code clients. It also includes Moodle 3.9.10

Highlights

• HCE-3903 - Reporting Preferences are extended to two (2) additional reports

• HCE-4475 - User is required to complete the mandatory fields in their profile when entering a site via OCI

• HCE-4525 - New activity called "OCI Course" allows instructor to add 3rd OCI party courses to their own course

• HCE-4545 - The "Tools Menu" has been replaced with "Custom Menu Items" in the theme for greater flexibility

• HCE-4736 - Learning record generated by the OCI provider automatically checks off the local "OCI Course" activity (related to HCE-4525)
