Important Note Regarding HCE 3.9.8

This release was withheld by Dual Code due to a known issue in Moodle 3.9.8. Dual Code therefore decided NOT to release HCE 3.9.8 into production and instead wait until Moodle resolved the issue and released an emergency patch. See Moodle 3.9.9 release notes for more details.
